There'd need to be a biological way to do this. Like culminating a conductive material to a central location on the skin, while insulating it electrically from the rest of the tissues then using chemical-electrical charges to turn it into an electromagnet.

Seems extremely inefficient and not needed in the slightest. The best thing you could use it for is to combine it with some type of biological sensory feedback so that you could detect things much like a metal detector does.

A cellphone isnt exerting a force strong enough to build a magnet. A good example of this is an MRI machine. That's a big fucking machine that needs helium gas to cool the coils of conductors used to make a magnetic field capable of doing what you'd want, which is to throw a shopping cart across the room.
