If you've ever been so high that everything is confounding to the point that you just want to turn it all off. And then you space out really hard while everything is confounding and unbelievable.
That's how I think they see it. Like everything is too complicated so they give up on trying to sort it out.

It would take more brain power to observe the world slower as it would take more information being processed over time.
So I would say they view the world faster if perception of time was influenced by intelligence.

the more experience you have the fewer new experiences you make.
why do people feel like years go by faster?
well, because most things they experienced where no new impressions.
thus we might say that the smarter you are, the faster you learn, the faster you get experiences and remember them leading to fewer new experiences faster. which would be the same reason years go by faster the older you are.
