I haven't all of DS9 and haven't watched what little I have seen for several years now. I've seen like 5 episodes of Enterprise. I am no judge of those two.

Janeway on the other hand, I've seen plenty of Voyager but I don't think she fits the same mold as the other two. I suppose it is more complicated than 3 elements.

TNG was obviously just trying to copy the feel of the original show, and thus the elements were the same albeit jumbled. Voyager was a step in another direction. There was little to no space sex, and the captian supplied both the logic and the balls... and the science mumbo jumbo that Spock and Data used to come up with. So it's like I said, Janeway is the whole package. That doesn't however mean she is better.

I think Janeway's flaw is that she always gets herself into hard situations but never finds a creative way out, she just chooses one of the bad choices and moves on. Take the first episodes of Voyager. Janeway chooses to destroy the installation to save those underground people thus stranding her and her crew in the Delta Quadrant. If it were Picard or Kirk in that situation they would have left a few torpedoes on delay and gunned it back to the Alpha Quadrant before they blew. So either Janeway always gets the shaft (figuratively not literally as stated earlier) when it comes to the plot or she is just a woman and belongs in front of the replicator.

the first one was good.

it was good because it was all mysterious:

humans interacting with a gigantic spaceship, with technology and purpose beyond comprehension.

then the later books ruin the mystique

they become more about human interaction.

Clarke does both well, and I admit, the Rama series is probably within the top 3 of his overall work:

(childhoods end, 2001 series, Rama)

but still, books like chilhoods end do a better job with the human interaction.

I never bought the whole:

crazy japanese overlord takes over the human encampment

and

humans attacking their fellow alien passenger's for the pure sake of "exploring" (this was how it was explained in the novel when they attacked the "bird lair"
