These are basic probability questions that all stat and math majors at the undergraduate level should be able to solve if they attend a R1 university. The one in the OP requires some Bayesian knowledge, but is pretty straight forward.

Depends on the board. It's very easy for a few boards though:
For /g/, the solution is simply to make them solve a programming problem.
For /k/, they could be asked to name a labeled part of a firearm or name the caliber of a cartridge. It's easy to cheat, but to cheat you'd have to know how to do research before posting and that'd be good enough.
For /lit/, maybe a captcha based typing test where they have to type more than 100 WPM to prove they have actual experience writing.
For /pol/, the solution is to simply ban all of them because everyone there is a brainlet.
