Can a rocket/satellite move from a relative standstill in deep space with its thrusters when there's no atmosphere to push off of?

thats not even how rockets work. they don't "push off" of the atmosphere. they just expel exhaust gasses out of the craft at high speed, which due to conservation of momentum, accelerates the spacecraft.

But the exhaust is centered at the bottom of the craft.
Doesn't that mean it's pushing against the air of the Earth?
If you put the exhaust on the side of the thing, it would spin in circles.
