If said we had machinery that could project kinetic, gravitational and magnetic energies into a single rotating field of the time if said machines with pointing in the correct alignment for a time ring to travel clockwise? Would the middle of the ring go forward in time?

To travel somewhere implies a destination. A destination is a place. A place is composed of particles arranged in a certain way. How do you suggest that one arranges tiny particles in such a way that it 100% 1:1 represents a future or past instance of the universe? Do you think this place just magically exists somewhere in the universe? How do you suggest one reaches this place?

Assume a Universe in which time travel is possible AND it is possible to change the future by traveling.

In such a universe, each instance of a time machine being used will resutult in a changed future, again and again and again, until eventually by chance a universe is created in which no time machines are built (even though it is still possible) AND THAT UNIVERSE IS NOW LOCKED IN.
