It's a mathematical framework, established about 100 years ago, especially relevant for laser, single atom and solid state physics.

Values for observable quantities are encoded in (the eigenvalues of) operators (with certain symmetry conditions in a Banach space).
The state space is generally larger than the observable state space.

The mathematical properties described above don't go well together with more complicated field theories such as general relativity.
