Well there was kind of an indication from Maxwell's equations. If you use them to form the wave equation for light then the speed comes out as depending only on fundamental electromagnetic constants, which don't seem to change depending on reference frame.

The genius thing wasn't that speed of light was finite or invariant, but rather how speed of light wasn't one of the speeds but rather the speed of casualty. We shouldn't really be talking about light as a couple of balls going in one direction but force which should have infinite range, and affect everything instantaneously were it not for the limit of casualty.

Which is what the Maxwell equations imply. They are only conserved with a Lorentz transformation not a Galilean transformation.

Also you can determine C from the Maxwell equations.
