In what scenario could population settle at comfortable levels instead?

Modern society partially solves the problem, because everyone is worked so hard and made so financially paranoid that childbearing becomes low priority; but although this isn't starvation which would be the usual population control, it's population-related suffering nevertheless, because population density means that only the relatively rich are capable of escaping the rat race even temporarily.
