The morality is subjective, but the utilitarian value is definitely not a positive. An actual genocide requires that people be killed and the bodies disposed of. We'd have to pour resources into carrying it out, making bodybags, digging graves, etc. And even then, that doesn't stop another one from being born because anyone can give birth to a retarded child. lets say we did live in a world were we could euthanize severely disabled kids, i'm imagine the parents could still decide whether or not they wanted to raise the child because it's, y'know, their kid. from what i understand one of the reasons why people like the idea of euthanasia is because they view disabled people as a waste of resources, but if the parents have the time and energy to raise a child like that then surely it'd be their choice. it may be viewed as a bad one, but that's besides the point

aside from that, you'd have to be able to define "severely retarded/low functioning".
taking autism as an example, it's difficult to tell if a child even has it until around the time they're meant to start speaking(?) because it's a developmental disorder. you can't just kill all children who are late to start speaking. say a child gets diagnosed with autism at around age 2, the parents have already developed an attachment to that child and probably won't be keen on getting rid of it

say instead of killing these children though, you proposed that we sterilize them instead. while that may seem more reasonable, as i said previously people supposedly like euthanasia because they don't want disabled people to waste resources. sterilizing disabled people would be fucking stupid, because how often do you think a non verbal autistic person has sex, let alone have a child? it would be a ridiculous waste of resources, which is literally the exact opposite of what's intended.

there is a slight flaw in this argument though, which is "why don't we sterilize people who are likely to have low functioning children"? that runs into issues with autonomy, although so does everything else about euthanasia so that's moot

tl;dr euthanizing children is unlikely to happen because parents generally like their kids, and sterilizing them/their parents is a massive waste of resources

Speaking as a retard wrangler for your average American elementary school district I have to just come out and say it.

The bottom 20% are hopeless, useless, annoying, disruptive and what retard symapthizers don't wsnt you to know, violent. Just yesterday I watched on retarded girl throw shoes at aids and other students. This same girl picks at her skin resulting in bruises and wounds. These kids require new teeth fillings every year because they eat rocks and shit. They are trying really REALLY hard to die. With a moderate to severe child my job is to prevent nature from taking it's course. These childre do everything in their power to die, I'm paid to do everything in mine to deny nature and Darwin it's natural course.

Around 80% of them are alright but fuck the bottem 20, they are literal subhumans, dangerous to everyone around them including other, more capable retarded kids, even to themselves. Euthanize them I say.
