Let's put this shit to rest once and for all. Is addiction to drugs or alcohol a real thing? Can someone not stop himself from taking it beyond a certain point no matter how much willpower he has? And if he could have stopped himself earlier but didn't, why should that person deserve free govermental aid?

Yes.

They can, but in some cases like with alcohol or benzodiazepines stopping suddenly will result in severe and even life threatening problems.

Because without government aid that person will end up costing society more by using up emergency services and then probably not paying for them since they're degenerate drug addicts.

Public health efforts don't really have anything to do with 'deserving' or 'justice,' they're supposed to decrease the overall burden of disease and poor health on a nation. If addicts aren't given any help they'll just beg and steal and end up in the hospital a lot which is a drain on resources. Plus if they're addicted to drugs that means they're not working, or they're doing a worse job.
