If by "race" you mean "genetic diversity", then, yeah, any genetic difference between any two individuals, even siblings, would do.
But "race is a social construct" is meant to indicate that the groups we divide the human race into are relatively arbitrary.
Are Jews white? Indians? Both are Caucasians.
How many sub-Saharan races are there? One, Five?
