A placebo effect is a combination of bias and illusion not a real effect. However they can provide a change in a person's mood and a reduction of stress. Consequently the placebo didn't actually have a real effect it's just the idea that you are getting treatment. Then tell me, what is no fap supposed to do? The only real reason I can see behind no fap is when you're some kind of porn/masturbation addict who has trouble getting boners/getting off. In that case I don't think anyone would say abstaining from all porn and fapping is a "placebo".
Of course there's also just doing it for fun. I myself love the arousal and sensitivity after not having fapped for a week.
