they are not competing for height or payload; they want margin to safely fly 6 people, nothing more then that. The system is not designed for or looking for heavier payload.

it does one job, with margin. Thus, the engineers can take and install margins like hovering, excess fuel capacity, etc.

It's only a few seconds of hovering a nearly-empty rocket. The mass of propellant needed for that is negligible.

SpaceX does a "hover slam" landing more because they can't throttle their engines far enough down to hover the empty vehicle than to save fuel.
