Absolutely. Different wavelengths interact with matter in different ways. For instance, for communication only certain EM bands are transparent in our atmosphere. To prevent jamming, we need to use different frequencies (or other modulation strategies), and thus it is a finite resource. That's why we have branches of government like the FCC, so that certain bands with desirable qualities can be used for designated purposes without interference.

Those certainly aren't "waves". Rather, they're types of optic cells that are the most susceptible to certain ranges in the spectrum. Colors are not inherently physical.

Whatever it is that generates the EM would be considered the resource, not the EM itself.

Of course, the US government controls the airspace over its territory, so effectively, they own,control and sell all the EM contained within.
