Step 1: establish a nuke reactor using bots: fission or fusion: landing the parts will be a bitch but after the initial parts land theoretically we can start mining.
If we find fissile fuel then maybe we can set up life support long term.
we would literally need to mine the whole thing for years extracting nuclear and solar energy.
The storms can also be harnessed as electricity too.

I want to believe Musk but he has never given a solution to the radiation. NASA's solution seems to be to use nuclear rockets to get there before the radiation kills you. Musk has no access to nuclear rocket technology.
