Meme propagation would best be modeled by a parabolic partial differential equation (solutions are similar to heat propagation rather than wave propagation.) So the propagation speed is, in a definite sense, infinite. In particular, any disturbance in one community would be felt elsewhere to a small amount instantaneously. This matches the instantaneous communication of the internet and that most people use multiple internet communities rather than one.
