I need to increase the increase the acidity of vinegar to get a stronger acid (and less water for the mold to feed on) so I can kill some mold growing on my wall/carpet

Is is safer/better to boil or freeze the vinegar solution?

Freezing is safer and probably more effective if you don't have a proper still.

all I got is regular household tools so im guessing freezing would be better

I was planning to boil in a simple pot

You'll probably boil off the acid you were trying to concentrate plus make dangerous volatiles

Even with a thermometer? Freezing it anyway though.

since its going to be within carpet and walling will this kill the mold under the carpet and dry fine (with the acidic solution) Or should I just use Baking soda (a basic solution) if its going to be drying?

A better bet would be bleach. However mold spores are pretty hard to kill, they are everywhere, not just in the mold sites you can see. For persistant infestations, kill visible mold, destroy all furnishings, re-plaster walls, re-lay skim concrete floors, apply plasticiser to every surface then sell the fucking place asap. (No, this is not a troll post).
