It's lower energy. Why? It just is. We've observed it to be that way. You could probably back it up with some quantum bullshit, but the easiest way is to observe it and see that it fills before the 3d, so just remember it.

The atomic orbital designations are organized acording to their calculated energies in hydrogen. The energy values change as you add proton and electron to the system. Long story short 4s gets shifted down while 3d gets shifted up thats why you fill 4s first.
