Phosgene is incredibly reactive and lethal, causing permanent lung damage. However anecdotal reports from WWI describe it taking a very long time to kill victims.

Volatilized carfentanyl was used to great success in the moscow theater hostage crisis - if you consider excessive civilian casualties because security forces had not properly briefed emergency services on the amount of narcan they'd need to be a success. Carfentanyl is quick-acting and rapidly incapacitating when inhaled. Lethal respiratory depression occurs with very small exposures.

Organophosphate and organophosphothionate nerve agents rapidly incapacitate and kill human targets through acetylcholinergic storm, like certain bug sprays do to insects. They are generally non-volatile making them unsuitable for large-scale attacks (see the tokyo subway sarin scare) but this has been circumvented with commercial aerosols like freon-12. Targeted assassination and area denial applications are possible but indiscriminately dangerous.

Safe, non-lethal options are fewer. If someone found a way to volatilize benzodiazepines, large overdoses can be administered to incapacitation without life-threatening respiratory depression (benzos have been used extensively to subdue suspected terrorists for transport to and between blacksites.)

A more unconventional approach would involve pumping in an appreciable quantity of nitrous oxide to a poorly-ventilated space occupied by targets. Nitrous is very incapacitating at higher doses as anyone who has used it recreationally will know, but it has a conspicuous pleasantly sweet odor and very short-lived effects, so immediate physical restraint of targets is an imperative. The major upside is that the target space need not be subject to extensive decontamination.

The fact that you're asking /sci/ for these suggests quite strongly that attempting to produce and deliver anything to a target would prove more dangerous to you than anyone else, though.
