He's probably just misremembering. CRTs did produce (tiny) amounts of X-rays; LCDs don't but he may just have remembered that "computer displays produce X-rays"

You usually need an assload of voltage for something to produce a harmful amount of voltage. They use to do this with tubes by putting copper at the bottom of them and using around 1kV.
