The way the sentence is structured, the image is asking you to supply electricity, water.... but then to "gas" without "crossing any lines."

Supply all three houses with (water), (electricity) and (gas without crossing any lines.)

You are being asked to "gas" as a seeprative verb, therefore "gassing jews" would cross the line. By adding a jewish flag, you can omit yourself from gassing one house while gassing the other two.
