If you're talking internal combustion, you're talking a four-stroke diesel engine w/ turbo, cooling and pre-heaters. They get some truly amazing efficiencies out of those, especially the big ship engines.

If you're going for any petrochemical, coal-fired steam turbines are still the go-to for efficiency, they'll get up to 99% efficiency IF you're allowed to sell the waste heat as District Heating and you're living sufficiently far north that the district will buy enough heat off your hands.
