There is a descriptor, similar to apex predator, that describes animals that haven't changed in thousands/millions of years because they are already the ideal killing machine but I can't remember what it is. Does anyone know?

actually sharks have changed a lot. the basic body plan has stayed the same though, which is more than crocogators can say.

you could be thinking of "living fossil", which means something that is very similar to organisms known only from fossils. or you could be thinking of a Lazarus taxon, which is absent from the fossil record for a while and then pops up again (e.g., coelocanth)
