Depends on which part they poke/scramble. All of your conscious, rational thought, much of your personality, etc is located on the frontal lobe, so messing with that can have all sorts of problems, including a vegetative state, or the inability to feel.

I've read on some Neuroscience (Neuropsych, particularly) journal a study co-relating Sociopathy ('Acquired Psychopathy') with damage to the frontal lobe. It also co-related Psychopathy with missing grey matter in the brain, particularly the frontal lobe (This has been shown half a decade ago).
