The current power structure on earth is based on fear. I wonder if that is present throughout all biological life in the observable universe. Would type 2 and 3 civilizations with similar life forms also control through fear? Is it the most efficient tool for progress?

Most all life makes an effort to avoid being hurt or killed by anything that threatens it's existence. Hell, even plants have thorns and poisons to deter being eaten.

Fear of demise is a quality of life in general. So sure, fear probably exists in theoretical alien worlds as well.
