If so, can it be created from scratch or does it have to be modified from an already existing virus?

It's not only possible, it's easy with current technology. Blast an existing virus with nuclease, then electroporate your synthesized genome in.

The hard part is figuring out what you want it to do, and finding the funding to do it.

Ebola cases were recorded as early as 1976.

The virus has probably been around for much longer. It's just that science developed the tech to isolate it back in the 70's.

And really, if a company wanted to make money off of it, then why release it in a country with a GDP of only $8 billion?

You could make more money developing a better version of Viagra.
