the bottom of the spring has two forces acting on it. the spring tension pulling up towards the center of the spring and gravity pulling it down.
when the top of the spring is released it drops quickly because gravity and the spring tension are working together.
but the bottom of the spring doesn't drop because the spring tension is still pulling it upwards against gravity.
once the spring has collapsed and all the tension is satisfied the whole thing continues to fall to the ground

any ferromagnetic material in a solenoid coil will be drawn to the center of the coil. this is how electromagnets, relays etc work.
