It's just a fun way to point out that all bases would be called base 10 if written in our number system by a native.

If they were conversing like this it means the alien has already learned English and therefore he would know that '4' is to us what '10' is to him. Like how English speakers have absolutely no problem learning Hexadecimal, we just accept that A B C D E F are added into the equation and that 10 in hex really means what we call 16

Or more accurately, 10 in hex is what we call sixteen which is written 16 in base 10. We don't generally speak in a base, our names for numbers just happen to follow a convention that goes along with base 10 consistently.

Roman numerals is an additive system, which was later extended with subtraction.

Base systems for additive systems are flexible and suggestive, whereas they are required for a sensible addition+exponent system.

Literally, in a "base 4" system, they would probably not have V, but might still have D and L

In their case it could go:
I = 1
X = 4
C = 16
M = 64
You'd quickly run out of letters. (V, D, and L were chosen because they were convenient half points of 10 for compressing large numbers, not because of mathematical consistency)

Limiting ourselves to only the 10s values, you'd do CII. 19 would be CIX.
