It's precisely not the opposite that happens: if Earth spins faster, then time slows down and we see it spin even faster than we would have without time dilation. If Earth spins slower, then times speeds up and we see it spin even slower than we would have without time dilation.

How would you know if the earth spun faster or slower? also no matter how fast or slow it spins the distance it travels is still the same so technically it's still the same amount of distance just with difference time periods ( time is one of THE hardest things to define in the world ) it has to do with human's gravity and how you relate to it even if the earth spun faster or slow per say when you travel a certain distance the comparison is still the same
