False, the answer is that if you look at one moment in time, technically everything is at absolute zero because there is no movement. When your foot however makes contact with the surface of the ice, the collision creates heat at that moment on the surface while the next layer is still absolute zero. Because the warmer ice is trying to refreeze, the boot slips and loses traction since it isn't freezing with the surface ice

There's two reasons. One, because in your warm hand, the ice melts and there's water. Two, because when you step on ice, the ice liquifies because of the increase in density from your weight. Water is more dense than ice.
