Is he referring to mathematical programming? Which has many distinct sub fields, like linear programming, dynamic, geometric etc...

I'd admit that from a control theorist's view, these tools from optimal control are quite hard to implement or understand in the intuitionalist tradition. I think however that programming is simply hard and not fundamental in any sense. I mean, mathematicians mostly invented computers to implement the many algorithms necessary in mathematical programming...

I doubt it. Computer maths is easier because you have computers. They do almost all the work.

A proof is far more complex than an algorithm.
