I haven't worked out all of the details, but it's some gimmick for improving combustion. What the test result PDF actually shows is a reduction of carbon MONoxide emissions.

Read it. What they claim the tests show is that CO2 emission goes up, and CO emission goes down, when they inject their gas. It's a thing to make combustion more complete.
