What is holding scientific progress back?
Different things for different areas.
For biology/medicine its moralfags who don't want you to experiment on animals.
For physics its money, modern physics requires insanely expensive equipment. 1 item like a squid magnetometer may cost half a million dollars.
For chemistry its legal problems. Everyone is so worried that you are going to make drugs its quickly becoming impossible for people to get chemicals commonly used in labs, and when you can the prices are usually high.

Science is hard and it takes a long time to verify results. A single study can take up to a decade or more. And beyond that it takes even longer to make new technologies and tools based on the principles and findings that are published from those studies.
