They probably just wanted to use smaller numbers instead of saying "64:27 aspect ratio" so they rounded it off.

You can check whether or not the pixels are actually square, though. Make an image in Paint that's like 1000x1000 and get out your ruler.

Yes, pixels are not square.

This is due to atomic imperfections in the way pixels are produced at the pixel factories.
