I think for the purpose of discussion here we need to define our term "Intelligence" a bit more clearly.

Side note: both the EU and USA are working on parallel project to model the human brain using computer technology.

I would call it comparable when you can give it an problem that isnt very well defined and still get the intended result. For example if you asked a it to turn off the light and it wasnt already programmed with how to do that but made observations of other people doing it and learned how.
