You need to train your charisma and skills at controlling people. Also you need to fully understand bureaucracies and how to attain the greatest power.

Nowadays, the national bureaucracies, States, are the most powerful destructive forces on Earth. They control hundreds of millions of professional military troops. Control all weapons manufacture, research and trade. Own all weapons of mass destruction on the planet. The USA government have nuclear arsenals to bomb the Earth several times. Russia should have too. Any of the countries with nuclear weapons could manufacture millions of times more powerful bombs were there a command to. Except North Korea, which still can build extremely powerful weapons and possibly bomb volcanoes for maximum global undirected destruction.

Most non-statist means of destruction are comparatively unlikely to cause such destruction. The Boston Marathon bombers worked their asses off and managed to make 2 meek pressure cook bombs.
Bin Laden coordinated to expel the Russians from Afghanistan, but never had his hands on neither poisonous gas nor nuclear materials.
On the other hand, Pakistan utterly humiliated all powerful nations in attaining nuclear capability in spite of all world nations.
The power of military are in their allegiance to decades of indoctrination. And most of the times their top leaders owe loyalty to political bureaucrats. They might even admire the bureaucrat if he has the right charisma and demagogy. Although no recent USA presidents were arguably admired much.
