"Technically, no" because if the universe is deterministic (or merely quantum-indeterministic) then there is no reason to believe that our actions can't be analyzed and predicted with physical calculations.

"For practical purposes, yes" because we've evolved a sense of free will (along with consciousness, memory, etc.) in order to survive. No one's sure how this has happened, but hopefully we'll get there.

Your will is only a product of your body and outside forces, and maybe some element of real randomness. You can do what you want, but you cannot want what you want.

But since there is no all knowing observer, determinism doesnt matter. Also when you you see your whole body and history and not only your conscious thought as yourself, it ist still your own will.

It's a question of definitions rather than a productive question about facts.
