Most likely.

We only notice black holes by observing the behavior of things around them, i.e. things wobbling or orbiting around something invisible.

If a black hole isn't part of a system, we don't get any indications of its existence.

I am sure black holes don't exist. I read Dirac's General Relativity and he says it clearly. Black Holes take infinite time to form because of gravitational time dilation.
We do detect objects that look like the next closest thing to a black hole. They bend light with very powerful gravitational fields and emit x-ray radiation different than a neutron star.

A proper black hole would never be able to disperse by General Relativity. By Dirac's description you could disperse such objects by inputing as much energy as it dispersed to form. Although that would be a cosmic feat, some natural events could do it, like a very powerful cosmic collision.
