Could someone please explain why the period of a cycle is not uniquely defined?

Is it because you could start at any point in the cycle and get back to that point in the same amount of time as if you started at any other?
So it could be expressed in many ways?

I was about to post this, and I think so. Although I think that with a limited math skill set. It seems that since you can start at o and go to 2PI, and it would be exactly the same as going from 90PI to 92PI, the act of going from 0 to 2PI is not unique (and neither is any other act)
