First we solve for the slope of each line. A Parallel line will have the same slope and a perpendicular line will have a negative inverse slope (so 7/3 becomes -3/7).

The slopes of our lines are
2/3 (parallel)
and -3/2 (perpendicular)

Now we need to find a formula for lines that have these slope and pass through a particular point. We have a slope, and a point, for each line. So we can now plug them into the point slope formula. I don't remember that formula and don't feel like googling it though so you're on your own now. If you can't finish it from here you need to hire a tutor because you're missing fundamental understandings that you should have by now.
