Anyone have any idea what this is?

The only possibility I can think of is that it's some sort of research.

I'm fairly sure it's government, due to signage visible from street-view.

The square is approx 140m across, and has remained unchanged since 2009.

Looks like a large holding pool for liquids.
The white is probably plastic lining to prevent the liquid from pouring into the ground

I have seen things like this around my parents house.

Don't know about the government signs, but they put pig manure in them.

There's danger signs posted on the gate, and speed signs on the road just inside.

Also, razor wire around the perimeter of the square, as well as more around the perimeter of the property.

Probably there to keep animals out of it. There's an abandoned open-pit mine near my summer cabin that's filled with water over the years, and they've had to put fences around it to stop reindeer and other animals from stumbling into it.

Upkeep on the fences is cheaper than having to drag out animal corpses that are saturated with heavy metals and need to be disposed in a facility for toxic waste.
