Pre-cal is a class dumb people unprepared for calculus have to take. It isn't really a subject, more it is just a summary of remedial grade school algebra.

Nope, it's a class every high-school kid takes for some reason.

Most kids go from elementary math to:

Algebra 1 (introduction to x's and graphing shit like y=mx+b)

to

Geometry (basically trigonometry but they make sure you can tell a rhombus from a square)

to

Algebra 2 (introduction into f(x) notation, polynomials, factoring shit, implicit functions, lots of basics)

to

Pre-Cal (basically an Algebra 2 extension which introduces limits but cuts off right before any idea of a derivative for some reason)

Notice this is 4 classes total, each take 1 school year to complete. If a student wants to get Calc 1 done before they're out of high school they need to have taken algebra 1 in middle school (8th grade)

Basically, most Americans leave high school knowing how to do math up to algebra 2, and if they go to college, most don't take any mathematics classes which go deeper than another algebra 2 course.
