Science presupposes that the laws of nature are not purely relative to the observer (this is required for independent replication of experiments to provide a check on scientific accuracy). It also requires some positive beliefs about nature being in some sense predictable. If you repeat an experiment 100,000 times and always get the same result, would you assume that you should also get that result on the 100,001 time? Probably so, but you can't be sure. In the degenerate case, the underlying natural law could change for no apparent reason, providing a different outcome.
