Sir Dr. Reverend His Highness Neil DeGrasse Tyson is a scientific hack. He uses science as a marketing tool to sell his opinions to the drones that our culture (or lack thereof) has created. One aspect of his act is the adoption of a holier than thou attitude about Americans, which, in his case, is extremely ironic considering that American affirmative action is what put his ass through school.

it is certainly possible that American experts went to the project, but I doubt you'll find anything but vague associations that way -- because people count what school you came from (which has less to do with your citizenship) and what institution you came from (employer also not particularly tied to citizenship) before they talk about your formative years, which I think is what people really mean when they hope Americans are involved.

Neutrino oscillations don't explain why neutrinos have mass. In fact, it's the other way around: neutrino oscillations force the neutrino to have mass, but without another tiny Higgs or some other exotic process, this is impossible. That's what Fermilab is trying to look for.

base 10 system (metric)

The reason for base 12 imp. units is because it matches with everyday life, time, geometric shape, etc. Those all operate on base 12.
