Would it be possible to create a reduced mass bubble where things inside have normal mass in relation to one another but the entire encapsulated area has less mass than the sum of its internal masses?

Or is the best we can do lower the mass in a certain area?

None of what you're saying or suggesting makes any sense or relates to the Higgs field in any way. We've had a theoretical basis for why fundamental particles have the masses they do for nearly 50 years. The discovery of the Higgs boson merely confirms this model.
