I guess I'm biased but I would say no. Unless you learn it at a young age the time commitment and use it or lose it problem make it hard for an adult to even take the time to bother. It's more up to the parents to teach it at a younger age than anything.

Fuck you OP. Unless you live in a border area you pretty much have to be rich to get fluent in a second language. I.E. To really become fluent you need to live in a foreign country for at least a year.
