so this came up last night ... but i guess my question is what does it mean in scietific terms for the "wave function to collapse"?

for example a projectile weapon like an arrow is shot through the air, why is it said that at any given instance the arrow occupies only one space with a deffinite velocity rather than it occupies a set of possible states(positions) with a uncertain momentum?

Velocity, as well movement, is dependent upon time. If the time is frozen, the movement will also be frozen. You have to get a difference between spaces to find movement, as well as a difference between times, if at a single moment, the arrow occupies one space.

The arrow isnt a particle-wave its a huge group of particle waves, all with varying energy, momentum, position, etc.
But, they all come together to average out, overlap, and become NEARLY constant
