Looks like a troll.
The reason they make 'poor quality' boards like /soc/ is to keep the 'cancer' out of the 'good' boards like /b/.

If a board is deleted, all users just migrate to another board, and derail that one.
Deleting boards would just cause problems, and unless moot is having trouble with server space, then he is unlikely to delete boards.
