The human psyche is divided into 2 big “sections”. The active consciousness, which is controlling non-autonomous actions, such as what to eat today or perceiving a TV show.
Then, we have the unconscious, which is controlling things like respiration, sleep, thirst, hunger, blinking etc. Dreams emerge from here as well.
This is the point where it gets interesting. Approximately 90% of our decisions are being made unconsciously and without our “Active and conscious” control. (Here, Freud’s papers are becoming very interesting; I will be quoting a small extract from wikipedia)
The unconscious: Its mental content cannot directly be made conscious despite of deliberate effort; to do this, it is required to use an armamentarium of certain methods such as the psychoanalytical technique or, obsolete in the Freudian psychoanalysis, hypnosis. In accordance to Freud, an adult’s unconscious is a system, which mainly consists of repressed and repelled content of consciousness. The unconscious especially contains drives resp. their psychic representations of concept (“instinct representatives”).

According to Freud, they are subject to “primal repression” but are still taking effective actions without conscious knowledge of an individual through its symbolic dialogues in dreams. Additionally it is forcing itself into everyday life, through the so called “Freudian slips”.
This is the point, where a Tulpa starts to form. We have a second consciousness since birth - the unconscious. Nonetheless, it is being biochemically suppressed by the active synapses, which leads to the formation of the psyche, personality and consciousness.
